Purpose Stakeholder Involvement

Scoping Consultation

(took place May/June 2026)

Regulation 20

Seek views on what the Local Plan should contain and how we should engage with stakeholders during its preparation. In line with Planning Regulations, this was focused on Specific and General consultees but open to anyone to provide comments. 

Gateway 1

Regulation 21    

                                     

Publish a self-assessment of readiness for the commencement of the 30-month plan-making timeframe. Open to all stakeholders to view online and at the Council offices. 

Publication of summary of Scoping Consultation

Regulation 22

Publish a summary of consultation at the Scoping stage, setting out the key issues and our response. Open to all stakeholders to view online and as a minimum in hard copy at the Council offices. 

Consultation on proposed plan content and evidence 

Regulation 23

Seek views on the proposed vision and spatial strategy, policy areas to be included in the plan and the scope of the evidence base. Any completed evidence studies will also be published.

General and specific consultees and other stakeholders on the Local Plan database will be notified. Awareness of the local community and other stakeholders will be raised through the methods set out in section 5 of this Engagement Strategy.

We will also notify anyone who has requested to be notified of this stage.

Publish summary of proposed plan consultation results

Regulation 24

Publish a summary of the proposed plan content and evidence consultation, setting out the key issues raised through the consultation and how we have taken those comments into account. Open to all stakeholders to view online and as a minimum in hard copy at the Council offices.

Gateway 2

Regulation 26

Planning Inspectorate provides observations and advice on our readiness to progress the Plan. 

Open to all stakeholders to view online and as a minimum in hard copy at the Council offices.

We will notify anyone who has requested to be notified of this stage. 

Consultation on the proposed Local Plan

Regulation 27

Seek views on a full draft plan, map of Local Plan policies, site allocations and designations and evidence base.

General and specific consultees and other stakeholders on the Local Plan database will be notified. Awareness of the local community and other stakeholders will be raised through the methods set out in section 5 of this Engagement Strategy.

Gateway 3

Regulation 31 -33

Planning Inspectorate decides if the plan is ready for submission.  We will publish the findings of the assessment (and the documents submitted for the assessment) online and as a minimum in hard copy at the Council offices. 

Submission of the Plan for Examination

Regulation 34

Publish all Local Plan and supporting Submission documents.

Open to all stakeholders to view online and as a minimum in hard copy at the Council offices.

Examination

Regulation 35 and 37

Examination sessions will be held in public. The Inspector may invite representors to participate in a public hearing session.  We will do a further public consultation exercise if modifications to the plan are needed. 

Open to all stakeholders to view Examination documents online.

Adoption

Regulation 39

Publish the final adopted Local Plan. 

Open to all stakeholders to view online and as a minimum in hard copy at the Council offices.
