Hart Local Plan 2044 Engagement Strategy - Appendix 1: Specific and General Consultees

When preparing the Local Plan, the Council must consider whether any of certain ‘specific’ and ‘general consultation bodies’ (as defined in legislation) may have an interest in the subject matter and should therefore be consulted.

Relevant ‘specific’ consultation bodies are: 

• Active Travel England 
• Canal and River Trust
• Civil Aviation Authority
• The Coal Authority
• Sport England
• The Environment Agency
• The Forestry Commission
• Hampshire and Solent Combined Authority
• The Highways Agency
• Historic England
• Homes England
• Utility service providers (gas, electric, sewerage and water)
• National Highways
• Natural England
• Neighbourhood forums in or adjoining the district boundary 
• Network Rail
• NHS Hampshire and Isle of Wight Integrated Care Board
• The Office for Nuclear Regulation
• The Office of Rail and Road
• Adjoining Local Planning Authorities
• Town and parish councils within Hart District as well as those adjoining the district
• Hampshire County Council
• Hampshire Police and Crime Commissioner 
• Surrey County Council
• relevant telecommunications providers or those who own or control electronic communications apparatus located within Hart District

‘General’ consultation bodies are defined in regulations as:

1. “voluntary bodies, some or all of whose activities benefit all or part of the planning authority’s area” - In Hart this would include civic societies, community and residents’ groups, countryside and conservation groups and sport and recreation groups and organisations. 
2. “bodies which represent the interests of persons in the planning authority’s area who share a protected characteristic under the Equality Act 2010” - In Hart this would include bodies which represent ethnic minority groups, disability groups, religious groups and older persons groups
3. “bodies which represent the interest of persons carrying on business in the planning authority’s area” - In Hart this would include the local Chamber of Commerce and Fleet Business Improvement District.
