New Hart Local Plan
Following a local plan review considered by Cabinet agenda 2nd January 2025 project planning has been undertaken as a preliminary step towards a new local plan for Hart. A report will be going to Overview and Scrutiny Committee on 4th September 2025 and to Cabinet on 16th September 2025 to consider this work and next steps.
Subject to Cabinet approval on 16th September 2025 a new Local Development Scheme will be published replacing the Local Development Scheme: ninth revision.
A new local plan would replace the Hart Local Plan 2032 and Saved policies from the Hart Local Plan (Replacement) 1996-2006.

The statement of community involvement sets out council policy for consultation on the local plan, supplementary planning documents, neighbourhood plans and planning applications.
As part of the government’s garden communities programme, we explored the opportunity for a new community at Shapley Heath. This project has now concluded (see Cabinet minutes 4 November item 73).
We will take the learning into consideration when we prepare the next local plan, and will consider reasonable alternatives for significant housing growth.

National planning policy is a material consideration in the determination of planning applications.
The December 2024 NPPF and local housing need figures followed a consultation on Proposed reforms to the National Planning Policy Framework and other changes to the planning system. Hart District Council’s response to that consultation is available below.
