What is a local plan?
A local plan sets out a vision and objectives for the future development of the area and provides policies which will be used to decide planning applications in the district.
It addresses the district’s needs and identifies opportunities to build new homes, support the economy, deliver community facilities and infrastructure, and protect the environment. It also helps to make sure new development is well-designed and supports action on climate change.
The local plan should be ambitious but also realistic. It needs to be flexible enough to respond to change and supported by up-to-date evidence.
Getting the plan right ensures that Hart remains a great place to live, work, visit and invest in.
Latest news
After a review of the Hart Local Plan (Strategy and Sites) 2032 was considered by Cabinet (2 January 2025), we have undertaken project planning as the first step towards a new local plan for Hart. Through this work we have prepared a Project Initiation Document and identified risks associated with preparing a new local plan.
A report about this work and what happens next will be discussed by the Overview and Scrutiny Committee on 4 September 2025 and Cabinet on 16 September 2025.
What will happen to the current Hart Local Plan?
A new local plan would replace the Hart Local Plan (Strategy and Sites) 2032 and Saved policies from the Hart Local Plan (Replacement) 1996-2006.
Local Plan timetable
Subject to Cabinet approval on 16 September 2025, an indicative timetable for preparing the new local plan will be published in a new Local Development Scheme superseding the Local Development Scheme: ninth revision.
Call for sites consultation
We are holding a call for sites consultation to help shape the new Hart Local Plan which will run from 29 August 2025 until 5pm on 10 October 2025.
Landowners, site promoters, developers and other interested parties are invited to suggest sites that could be included in the new local plan to help meet the area’s future needs.
