A local plan sets out a vision and framework for the future development of an area, with policies used to decide planning applications. The goal is to address the district’s need for new homes, commercial development and supporting infrastructure in a sustainable manner, to protect and enhance the environment and address climate change.
The new local plan will replace the Hart Local Plan (Strategy and Sites) 2032 and Saved Policies from the Hart Local Plan (Replacement) 1996-2006.
If you wish to submit a site to the local plan process, please see our Call for Sites page. You have until 4 January 2026 to submit sites.
Local Plan timetable
The timetable for the new Hart Local Plan is set out in a Local Development Scheme approved at Cabinet on 16 September 2025.
