A Pavement Licence allows your business to place removable furniture on the pavement outside your business premises to:
- sell or serve food or drink
- be used by people for the consumption of food or drink
Who can apply
Businesses that can apply for a Pavement Licence include:
- pub
- café
- bar
- restaurant
- snack bar
- coffee shop
- ice cream parlour
Fees
The fee for a Pavement Licence is £257 and is valid for two years from date of issue.

How to apply
If you'd like to apply for a Pavement Licence, you should complete the pavement licence applications form:
- read the guidance notes for filling in the Pavement Licence application form
- noted the pavement licence terms and conditions and ensure you meet them
- downloaded our site notice template and complete. This must be displayed so that it is visible from outside the premises and must be posted on the same day that your application is sent in. The notice must be displayed where it can be easily read by passing members of the public at any time. Failure to do so will invalidate your application and require you to resubmit your application.
Consultation period
The consultation period is 14 days from the date of application with a further 14 days for us to process and/or determine the application. If you wish to make a representation please email reception@hart.gov.uk with the grounds for your objection. Any representation received after the consultation period will not be considered.
