Pavement Licence and Tables and Chairs Licence

If you want tables and chairs outside your business premises, you'll need to apply for a licence

There are two types of licence, depending on the nature of your business.

Pavement Licences are for businesses which plan to use removable furniture outside their premises to serve food and drink.

Tables and Chair Licences are for businesses which plan to use fixed furniture outside their premises and do not serve food or drink.

Pavement Licences

A Pavement Licence allows your business to place removable furniture on the pavement outside your business premises to:

  • sell or serve food or drink
  • be used by people for the consumption of food or drink

Who can apply

Businesses that can apply for a Pavement Licence include:

  • pub
  • café
  • bar
  • restaurant
  • snack bar
  • coffee shop
  • ice cream parlour

Fees

The fee for a Pavement Licence is £257 and is valid for two years from date of issue.

How to apply

If you'd like to apply for a Pavement Licence, you should complete the pavement licence applications form:

  • read the guidance notes for filling in the Pavement Licence application form
  • noted the pavement licence terms and conditions and ensure you meet them
  • downloaded our site notice template and complete. This must be displayed so that it is visible from outside the premises and must be posted on the same day that your application is sent in. The notice must be displayed where it can be easily read by passing members of the public at any time. Failure to do so will invalidate your application and require you to resubmit your application.

Consultation period

The consultation period is 14 days from the date of application with a further 14 days for us to process and/or determine the application. If you wish to make a representation please email reception@hart.gov.uk with the grounds for your objection. Any representation received after the consultation period will not be considered.

Tables and Chairs Licences

You will need this licence if you plan to use fixed tables and chairs outside your business. This is for non-hospitality businesses, such as hair and beauty salons. 

Furniture may consist of tables, chairs, benches, umbrellas, barriers, outdoor heaters and other such items that the business requires for customer use.

Applicants proposing to use their outdoor seating area for the sale and/or consumption of alcohol may require a premises licence, or a variation to their existing premises licence. 

Fee

The fee for a Tables and Chairs Licence is £257 and is granted for a 12-month period.

Consultation period

Public consultation on the application starts on the day after the application has been made. The consultation period for applications is 28 days. If you wish to make a representation please email reception@hart.gov.uk with the grounds for your objection. Any representation received after the consultation period will not be considered.
