Gateway 1 Self-Assessment Summary - Scoping plan content

Scoping includes considering how well the existing plan is working and gathering baseline information about the area. This helps to identify our district’s future needs and ambitions. Starting this early means we can begin preparing the new plan with a clear vision, making it quicker and easier to consult on the plan and make decisions about it.

In May 2026, we launched the ‘Regulation 20’ Scoping Consultation to invite views on what matters we should consider when preparing the new Local Plan and what the new plan should contain. In addition to the questions on consultation listed above, the Scoping Consultation sought views on:

• How to address future development needs
• Where we should focus growth
• The types of new homes that should be provided
• How the plan can support economic growth and our town and village centres
• How to address infrastructure challenges
• How to protect and enhance the built and natural environment
• How to address climate change
• The future vision for Hart
• The Local Plan priorities
• Any other matters that we should consider in preparing the Local Plan.

The Scoping Consultation documents can be viewed on the Scoping Consultation webpage. Responses to the Scoping Consultation are helping to inform the scope of the Local Plan. 

In addition to the Scoping Consultation, we have looked at data and wider information:

• About the district from sources such as the Census and Indices of Multiple Deprivation
• In other plans and strategies relevant to Hart, such as the Hart Corporate Strategy
• About how well the existing Hart Local Plan: Strategy and Sites is performing, based on our annual Authority Monitoring Reports
• In national planning policy and guidance.

In October 2026, we will consult on our Proposed Local Plan Content and Evidence (Regulation 23 stage in the new Local Planning Regulations). At this second consultation, we will share what we propose for the plan’s vision, measurable outcomes, housing requirement, a proposed spatial strategy and policy areas. It will also set out the scope of evidence base being prepared.
