Hart District Council is preparing a new local plan to identify land for new homes, businesses and other needs in the future. Do you know of any sites that you think could be developed? We want to hear about them.
The local plan will help us plan for new development needed over the next 20 years, in line with housing numbers set by the Government. Whilst we prioritise brownfield land (land that has been previously developed), we will also need to consider greenfield sites (such as agricultural fields).
We can only identify sites that we know of, so if you want a site to be considered please submit it by 4 January 2026. We have extended the deadline to allow more opportunity to submit sites and give us the greatest choice for the local plan. Thanks to everyone who has submitted so far.

Councillor Graham Cockarill, Portfolio Holder for Planning Policy said: “Hart is a fantastic place to live and we know many people want to find a home and make a life here.
“We need to develop in a way that’s best for the local community, which is why we are asking for help to identify potential future sites. Having a strong local plan sets out the vision and framework to shape future development and protects valuable local sites.”
You do not need to own the land to submit it, but we will need to establish whether it is available for development. Please do not comment on the merits of sites at this stage. There will be opportunities to comment on the local plan at future stages.
Sites submitted will be assessed and considered for inclusion in the plan. The plan-making process, which is set out by Government, is expected to take around three years.
