Infrastructure Funding Statement (IFS)
The Infrastructure Funding Statement (IFS) is an annual report which provides a summary of all financial and non-financial developer contributions relating to Section 106 Planning Obligations received by Hart District Council. The requirement to produce an IFS was introduced through changes to Community Infrastructure Regulations in 2019.

Community Infrastructure Levy (CIL)
A Community Infrastructure Levy (CIL) is a charge which can be levied by local authorities on new development in their area to help fund infrastructure improvements.
The Council consulted on a Preliminary Draft Charging Schedule and supporting evidence for six weeks from Friday 5 November 2021 to 5pm Friday 17 December 2021. 30 responses were received from a range of organisations and individuals.
The Council is currently considering the comments received and considering next steps, particularly in light of the Levelling Up and Regeneration Bill which includes a proposal for an ‘Infrastructure Levy’; a levy in a different form, which will replace CIL.
