Causal Area Proforma

Hart District Council’s Flood policy NBE5 part c) requires that development in Causal Areas take opportunities to reduce the causes and impacts of flooding.

This form aims to help developers demonstrate that they have met these requirements.

Please note: if your development site falls within a Causal Area as defined by Hart’s Strategic Flood Risk Assessment (SFRA Maps), then evidence of minor betterment must be provided to comply with NBE5 part c).

Exemptions: the following types of development are exempt from having to provide minor betterment: residential extensions, alterations that do increase the size of the building and householder development.

Proposed betterment
Your chosen option has to be feasible at the development. For example, option 1 ‘Surface water is being disposed of via infiltration’ is unlikely to be accepted if the development site is located on clay as infiltration is unlikely to work.
Supporting documents
The type of betterment proposed must be clearly shown within a submitted plan or document.
Files must be less than 2 MB.
Allowed file types: jpg jpeg pdf doc docx.
In some cases, it may not be clear until later in the planning process whether the betterment proposed is viable. If this is the case, a backup option should be picked from the list above.
