Hart District Council’s Flood policy NBE5 part c) requires that development in Causal Areas take opportunities to reduce the causes and impacts of flooding.
This form aims to help developers demonstrate that they have met these requirements.
Please note: if your development site falls within a Causal Area as defined by Hart’s Strategic Flood Risk Assessment (SFRA Maps), then evidence of minor betterment must be provided to comply with NBE5 part c).

Exemptions: the following types of development are exempt from having to provide minor betterment: residential extensions, alterations that do increase the size of the building and householder development.
