Published information about business rates

Public information about business rates on commercial properties in Hart

Freedom of Information requests show there is a demand for a variety of data from Hart District’s business rates records.

We publish a list of all businesses liable for non-domestic rates quarterly:

General data

Information includes:

  • property reference
  • property address
  • property description
  • current (2018) rateable value
  • whether a property is empty or occupied
  • whether small business rate relief applies
  • whether mandatory or discretionary relief applies
  • the percentage of mandatory or discretionary relief
  • ratepayer's name, where they are not an individual or individuals.

Personal information has been redacted in accordance with the Freedom of Information Act 2000. The ratepayer is the person liable to pay the charge.

Account references are not included as these are personal to the account.

Credit balances

The Council does not publish information about Business Rates accounts that currently have credit balances in response to Freedom of Information requests.

Information in respect of credit balances is considered exempt under section 31(1)(a) of the Freedom of Information Act 2000 (prevention or detection of crime)

The Council holds this information but believes that its disclosure could result in fraudulent refund claims being made to the Council for these credit balances.
