We are developing a new Local Plan to shape how Hart is developed in the future
A local plan sets out a vision and framework for the future development of an area, with policies used to decide planning applications. The goal is to address the district’s need for new homes, commercial development and supporting infrastructure in a sustainable manner, to protect and enhance the environment and address climate change.
The new local plan will replace the Hart Local Plan (Strategy and Sites) 2032 and Saved Policies from the Hart Local Plan (Replacement) 1996-2006.

Cabinet on 16 September 2025 approved a Local Development Scheme with an indicative timetable for the new local plan.
This LDS will be replaced, possibly in April 2026, with an up to date ‘Local Plan Timetable’. The new Local Plan Timetable will be prepared and published following the publication of new Government regulations for plan-making.
