Local Government Reorganisation
Hart District Council will join with Basingstoke and Deane and Rushmoor Borough Councils to form one unitary authority for north Hampshire from April 2028
We’re asking landowners, developers and the local community to suggest land for potential future development
We are holding a call for sites consultation to help shape the new Hart Local Plan.
Our first call for sites ran from 29 August 2025 until 10 October 2025, with the deadline later extended to 4 January 2026.
To maximise the choice of potential sites, the call for sites will now remain open until further notice.
We’re inviting landowners, site promoters, developers and other interested parties to suggest sites that could be included in the new local plan to help meet the area’s future needs.
Sites can be put forward for any use including but not limited to:
You can submit a site through our local plan consultation platform. This platform enables you to provide your contact details, plot the site boundary and tell us about the opportunities and constraints of the site.
When submitting a site some personal data will be collected. You can see how we will use your data on our call for sites privacy notice.
We are not asking for comments at this stage. There will be a full public consultation later on, once we've done more work to understand which sites might be included in the local plan and which ones are likely to be ruled out.
We will log your site and start work on the process of assessing it.
All proposed sites will be assessed through the Land Availability Assessment (LAA). Residential sites will also be included in our Brownfield Land Register if they meet the relevant criteria.
If we need any more information or need to check anything in your submission, we’ll contact you directly.
This stage is about gathering potential sites for the new local plan. It’s separate from the planning application process, and submitting a site doesn’t mean it will automatically be included in the new local plan.
We will undertake separate consultations on what the local plan should say and which sites should be included.
The aim is to submit a draft local plan and the accompanying evidence base for examination by March 2028. Examinations are carried out by an Independent Planning Inspector. If found sound a plan can then be adopted.
You can keep up to date with the new Hart Local Plan and be notified about future consultations by signing up to our consultation database.
