At Hart District Council, we are committed to promoting the safety and wellbeing of all children, young people and adults. Safeguarding is everyone’s responsibility, and we believe that everyone has the right to live free from abuse and neglect.

What is safeguarding?

Safeguarding is the action taken to protect individuals from abuse, harm or neglect. It involves identifying and responding to concerns, raising awareness and working together to ensure people are safe and supported, particularly those who are vulnerable or at risk.

Together, we can help protect those at risk and ensure a safer community for everyone.

What is abuse?

Abuse is any action that causes harm to another person. It can take many forms, including:

• physical abuse – such as hitting, pushing or inappropriate restraint
• emotional or psychological abuse – including threats, intimidation or humiliation
• sexual abuse – involving any non-consensual sexual activity
• neglect – failing to provide necessary care, support or protection
• financial or material abuse – including theft, fraud or misuse of someone’s property or finances
• discriminatory abuse – treating someone unfairly based on their age, race, gender, disability or other characteristic
• organisational abuse – poor care practices within institutions or services
• self-neglect – when someone fails to care for their own basic needs
