The Prevent programme

Prevent is a Home Office programme that protects vulnerable people from being exploited by extremists

Prevent is part of the UK's counter-terrorism strategy and aims to stop people from being drawn into terrorism or extremism. At its heart, Prevent is a safeguarding programme that helps protect vulnerable individuals from harm, just like support offered for exploitation, abuse or criminal activity.

Prevent is not about restricting free speech or surveillance. It addresses all forms of extremism and does not target any particular group or community.

How Prevent works

Prevent focuses on early intervention. Concerns can be raised by professionals such as teachers, healthcare workers, police or community organisations. Referrals are assessed by trained partners, and, where appropriate, support is offered through Channel, a voluntary and confidential programme that provides tailored help, including mentoring, education and wellbeing support.

A Prevent referral does not mean someone has committed a crime. It is about identifying risks early and providing support before harm occurs.

Prevent in our communities

Prevent is part of our wider commitment to community safety. Working with local partners, we:

  • Raise awareness of radicalisation and its warning signs
  • Provide training and guidance to professionals and community groups
  • Support vulnerable individuals
  • Promote strong, inclusive communities
