Background to the review
Hart District Council received a petition on 8th June 2006 which proposed the formation of a new parish council for the area covered by the district wards of Fleet Courtmoor, Church Crookham East and Church Crookham West, (but not that part of Church Crookham West which is already within the parish of Crookham Village)
This petition was made under:
THE LOCAL GOVERNMENT AND RATING ACT 1997, SECTION 11
PROPOSED AREA FOR THE NEW PARISH COUNCIL: CHURCH CROOKHAM (EAST) CHURCH CROOKHAM (WEST) (But not the part already covered within the parish of Crookham Village) and COURTMOOR WARDS
and it makes as its request to the Secretary of State for the Department for Communities and Local Government (DCLG):
We the undersigned, each being a local government elector for the area of the following proposed new parish council, in pursuance of the rights conferred upon us by the above Act of Parliament, hereby request you to constitute a local government parish council for the neighbourhood of Church Crookham and Courtmoor, the area of which shall be the same as outlined on the attached map, comprising the Electoral Wards of Courtmoor, Church Crookham (East) and the unparished area of Church Crookham (West) of Hart District Council, in the County of Hampshire, such a new parish council to be a called Church Crookham and Courtmoor Parish Council.
- The Council considered the petition at a meeting of the Council held on 24th August 2006.
The Council’s response was;
“…the Council acknowledges the petition and the strong views it represents but prefers the principle of reviewing the parishing arrangements of the entire unparished area and resolving the boundary anomalies throughout the district.”
“The Council resolves not to accept the petition and to commence a parish review of the entire district under the 1997 Local Government and Rating Act.”

*DSWG = Democratic Structures Working Group is a cross party group of members and officers formed by cabinet to look at democratic structures across the authority.
