Hart District Local Plan
![]() | The Hart District Local Plan (Replacement), adopted 23rd December 2002 and the First Alterations to the Hart District Local Plan (Replacement), adopted on 22nd June 2006, provide the statutory local policy framework to guide development in the Hart District. |
The First alterations introduced 5 new policies (with an ALT) prefix) that superseded seven of the policies in the Replacement Local Plan.
As a result of the changes to the planning system introduced via the Planning and Compulsory Purchase Act 2004 some of the policies in the Replacement Plan have expired and one of the polices in the First Alterations is due to expire on 22nd June 2009 (see Saved Policies below).

The Planning and Compulsory Purchase4 Act 2004 had the effect of automatically saving Local Plan policies for 3 years, either from the date the Act commenced (28th September 2004) or from the date the policy was adopted, whichever is later. It also made provision for the Secretary of State to save specified policies beyond the relevant three year period.
In September 2007 the Council received a direction from the Secretary of State to save certain policies in the original Hart District Local Plan (Replacement) that would otherwise have expired on 27th September 2004. That direction lists the policies that have been saved beyond 27th September 2004.
In February 2007 the Council received a second direction, this time relating to the more recent policies adopted in the First Alterations that are due to expire on 22nd June 2009. That direction lists the First Alteration policies that have been saved beyond 22nd June 2009.
The two secretary of State's directions to save policies in the Hart district Local Plan (Replacement) and the First Alterations can be viewed here:
A new saved policies document
The processes outlined above have resulted in four separate documents that need to be read together. To make the plan more user friendly, the Council has produced a single Saved Policies document (pdf 2.37MB) that takes account of changes introduced via the First Alterations and the two directions by the Secretary of State.
