Redevelopment of Pyestock North Planning Appeals
In March 2008 the first of two appeals was made to the Secretary of State by Prudential Property Investment Managers Ltd & Astral Developments Ltd, for the proposed redevelopment of Pyestock North (Hartland Park), Ively Road, Farnborough.
The first appeal was made on Hart District Council’s non-determination of an application for outline planning permission for;
The part demolition of existing buildings, erection of new buildings to use within Class B8 (warehousing and distribution) and ancillary offices, with associated access, parking, groundworks, infrastructure and landscaping (07/00764/MAJOR).
Following a further submission for full planning permission for this proposal (07/03197/MAJOR), the second appeal was then made upon the Planning Committee’s refusal of the application.
The appeals were heard at Public Inquiry over four weeks, starting 25th November 2008. Following the recommendation of the Planning Inspector that the appeals be dismissed and planning permission refused, the Secretary of State disagreeing with the Inspector's recommendation allowed both of the appeals and granted planning permission.
The decision of the Secretary of State, detailing the reasons for granting permission and the conditions imposed with the permission can be viewed below. The Planning Inspector's report can also be viewed here.

All documentation relating to these appeals is available to view using Planning Online, using planning application reference numbers 07/00764/MAJOR and 07/03197/MAJOR.
Following the decision of the Secretary of State a legal challenge was made by the action group SPLAT. However, on 27th May 2010 the case was dismissed in the High Court and the Secretary of State’s decision to grant planning permission was upheld.
