The Planning and Compulsory Purchase Act 2004 introduced a radical overhaul of the Development Plan system. The 2004 Act requires the Council to gradually replace the Local Plan with a Local Development Framework (LDF). The Local Development Framework is a collection of documents consisting of:
- Development Plan Documents (DPDs) that are part of the statutory Development Plan and contain policies and proposals;
- Supplementary Planning Documents (SPDs) which expand policies set out in a Development Plan Document or provide additional detail;
- Statement of Community Involvement which outlines how the community will be consulted in the planning process;
- Local Development Scheme which sets out the timetable the Council will follow for preparing documents for the LDF; and
- Annual Monitoring Report, which assesses the implementation of the Local Development Scheme and the extent to which policies in Development Plan Documents are being successfully implemented.
The LDF, provides the essential framework for planning in the area. The key documents are shown on the diagram below.
Hart District Council is currently preparing a Local Development Framework. The Council has set out what documents it is preparing and when in the Local Development Scheme, and has indicated how the community will be involved in the process in the Statement of Community Involvement.
No Development Plan Documents have been completed as yet, but as these are adopted, they will replace the saved policies in the Local Plan. The first document being prepared is the Core Strategy DPD which is currently underway. A further Development Plan Document to be known as the Development Management DPD will be prepared after the Core Strategy. Please note that since the council received a letter from Central Government indicating the abolition of regional plans the Council has put its work on the Core Strategy on hold. The LDS timetable is no longer accurate and will be updated as soon as possible.
