Employment Land Review
This Employment Land Review (ELR) has been commissioned jointly by Hart District Council, Rushmoor Borough Council and Surrey Heath Borough Council. The aim of the ELR is to provide a robust evidence base to underpin their individual Local Development Frameworks (LDFs). Each LDF will address the allocation and protection of land for employment uses.

The main focus of the ELR is on strategic employment land issues across the combined sub-regional area formed by the three local authorities. Economic and employment issues relating to individual local authorities are also addressed. This includes an individual site assessment for all of the larger employment sites in the area.
Reflecting Government guidance, the ELR focuses on employment space needs for the group of B Use Classes i.e. B1 (Business), B2 (Industry) and B8 (Distribution). The ELR does not address other employment generating activities such as retailing and tourism.
The ELR replaces the previous employment studies: Employment Needs Assessment (2006) and the North Hampshire Economic Growth and Employment Land Requirements (2008).
