A personal search is an inspection of the Local Land Charges Register.
A search of the Local Land Charges Register can be carried out by anyone.
There is no charge to access the Hart Local Land Charges Register. Access is available by visiting the Civic Offices, between 9am - 4.30pm Monday to Thursday and 9am - 4pm on Friday. No appointment is necessary and the information is made available on a dedicated Local Land Charges PC in the Council’s main reception area. The data contained in the Register is drawn from the same date base held by the Council for Local Authority Local Land Charges searches. The information recorded on the Register is not necessarily refined however. It provides base records only. The information will not subsequently be verified or checked by Council staff and no information will be given in writing. PLEASE NOTE: The register is updated weekly on Friday afternoon.
Search Criteria - Postal Address
The Register can essentially be interrogated by using a postal address. Neither a personal inspection of the Register nor a Local Authority Local Land Charges search operate successful on development Plot numbers only (we do not necessarily hold information in such form) – full postal addresses are required for both types of searches. We cannot do searches without the full postal address.
It is the responsibility of the person carrying out the search to identify the land/property and to interpret and make notes of any information held on the Register. The Council may charge a fee if you wish us to carry out this work on your behalf and you may first have to make an appointment.
Information held on the Register
The Register only includes Planning Permissions that have been approved with conditions since 1st August 1974. The same limitation applies to information sought for Local Authority Land Charge searches. Planning Application information (including applications, drawings, and decisions), Conservation Areas, Listed Buildings, and the Hart District Council Local Plan are available on our website at http://www.hart.gov.uk/index/top-planning.htm. Building Control Information commencements and completions are also available on line.

12. High Hedges Notices
13. Compulsory Purchase Orders
14. Drainage/Sewage Notices
15. Prospectively maintainable highways notices
16 Revocation Orders
17. Sites of Special Scientific Interest (SSSI’s)

Environmental Health and Highway Information
If you wish to inspect base records held by Environmental Health or on highways you will need to contact Environmental Health directly and you will need to contact Hampshire County Council with in regard to highways, for both of these an appointment may be necessary. (A CON29R (2007 Edition) is a form of standard enquiries that asks the Local Authority about a property).
If you would prefer the Council on your behalf to compile and check the information held in the Register we can provide a property report, a charge will be made for this service. This charge is currently £40.00, but is open to review. We can provide this information electronically on request within 48 hours.
