Corporate Performance
Performance monitoring is an important part of corporate improvement. Using a mixture of statutory and local performance indicators we can determine which service areas perform well and which perform below expectation. Knowing this helps us to concentrate our efforts on the areas which need improvement.
Comprehensive Area Assessment (CAA)
CAA has replaced Comprehensive Performance Assessment (CPA) as the principal means of measuring the performance of local government. CAA takes an "Area Based" view of how local services are provided by ALL the public services in an area working in partnership. County and district councils, Fire & Rescue, Police, NHS and voluntary groups are all included in this assessment which is in two main sections - Organisational Assessment and Area Assessment. Of these the Organisational Assessment has the greatest impact on Hart DC as it includes the detailed Value for Money and Use of Resources assements by the external auditors.
CAA is mainly based on the County but every district contributes to the overall assessment. The results of CAA will be made public through the oneplace website due to be launched in December 2009. National Indicators
2008 saw the introduction of the new National Indicator Set (NIS) which replaced the old Best Value Performance Indicators which we have collected since 2002. There are 198 indicators in the NIS of which 64 are collected at District level. Many of these are collected by Hampshire County Council from information which we provide but some comes from partner agencies like the Police, Sport England and the Environment Agency.

Place Based Survey (PBS)
In addition to the National Indicator Set, a new bi-annual national survey was introduced in 2008, with the emphasis on citizens sense of "place". This replaced the old tri-annual Best Value User Satisfaction survey which was aimed at reporting citizen satisfaction with the local authority. The PBS looks at citizen satisfaction with and perceptions of the place in which they live and explores their attitudes to and involvement with the public services in the area.
