Sustainability Appraisal Scoping Report
A review of the Hart District Local Plan (Replacement) 1996-2006, which was adopted in December 2002, has now commenced. The review is being undertaken as part of the programme to replace the current planning policy system with a new system of Local Development Framework (LDF) introduced under the Planning and Compulsory Purchase Act 2004. The LDF is a portfolio of documents which contain policies and proposals to guide future development in the District.
Under the Planning and Compulsory Purchase Act 2004, sustainability appraisal is mandatory for all Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs). An environmental assessment is also required under European Directive 2001/42/EC 'on the assessment of certain plans and programmes on the environment'. The attached Scoping Report has been prepared to meet both requirements in relation to relevant Local Development Documents to be prepared. The purpose of the Scoping Report is to provide the general framework for the assessment of the Hart Local Development Framework and its constituent documents. Hart District Council has commenced work on two DPDs (the Core Strategy DPD and the Generic Development Control Policies DPD) and the attached document also describes the scope for the sustainability appraisal of these two documents.
