Development Plan Documents (DPDs)
Development Plan Documents are the documents within the Hart Development Framework (HDF) that contain the policies and allocations of land. The DPDs contained in the HDF are:
- A Core Strategy containing the spatial vision, objectives and strategic policies
- Development Management DPD - identifying the specific sites for development and policies to manage development throughout the district.
- A Proposals Map - showing relevant planning constraints and designations and the precise locations and extents of proposed development or policy application.
The Council is required to undertake a Sustainability Appraisal (SA) of each DPD that it prepares.
The Core Strategy DPD
The Core Strategy sets out the fundamental direction for future development in the District. It will have regard to the Sustainable Community Strategy (emerging) and will be consistent with national planning policy and the Regional Spatial Strategy (South East Plan).
It sets the long-term strategic planning objectives for Hart and identifies the broad locations for delivering housing and other major development. All other documents produced will build on the principles it sets out.
In 2006 the Core Strategy Preferred Options document was open for public consultation and a consultation report was produced. However, due to changes in national guidance it is necessary that the Core Strategy is revised. Work has started on the document and further information will be made available on the website in due course.

Development Management DPD
The Development Management DPD will consist of development control policies and site allocations required to deliver the vision and principles set out in the Core Strategy. Examples would include sites for housing, employment or other uses and policies to ensure high standards of design.
