Strategic Housing Land Availability Assessment (SHLAA)
Hart has prepared a Draft Strategic Housing Land Availability Assessment (SHLAA) for consultation. The study will inform the preparation of Hart’s Local Development Framework.
The assessment aims to identify sites which could be used for housing, assesses their potential housing capacity and when they are likely to be developed. Types of sites considered include:
- vacant and derelict land and buildings
- surplus public sector land
- land in non-residential use which may be suitable for re-development for housing, such as commercial buildings or car parks, including as part of mixed use development
- additional housing opportunities in established residential areas
The report also lists a number of sites outside existing settlements, some of which have been identified as candidate sites for plan-making purposes. Some of these sites may be needed to meet Hart’s housing allocation in the emerging South East Plan. Some sites have been identified as potentially suitable for affordable housing (rural exception sites).
Please note that the SHLAA report is not an expression of District Council policy. The inclusion of a site or a broad location within the SHLAA report does not necessarily mean that it will either be allocated for development in the forthcoming Local Development Framework or that a planning permission will be granted.
Hart first consulted on the SHLAA in summer 2008 with a “call for sites” exercise. A consultation draft SHLAA report has now been produced. This second consultation is both an opportunity to comment on the contents of the draft SHLAA report and to submit any additional sites. A response form and separate site assessment form can be downloaded below. Site submissions should ideally include a 1:1250 scale map.

In light of requests from the public and stakeholders, members have decided to extend the consultation for two weeks,to 5pm Monday 6 July 2009. Please note that information submitted regarding sites as part of the SHLAA will be within the public domain.
The final SHLAA report will take account of comments received and additional sites submitted. It will be made available to the public via the Hart website in late February/early March 2010. It is currently proposed that the SHLAA will be updated on an annual basis.
