Strategic Housing Land Availability Assessment (SHLAA)
Proposed housing sites are being sought by Hart District Council to help identify possible locations for new residential development.
Government guidance states that Local Planning Authorities must maintain an adequate supply of new housing sites in their areas. All Councils have to give consideration to where new housing development might be located within the District and to assess all potential opportunities. Hart District Council will therefore undertake a Strategic Housing Land Availability Assessment – SHLAA – during 2008. The SHLAA will form an important evidence base to ensure sufficient delivery of land for housing in the District, informing the review of the Hart Development Framework.
The SHLAA aims to identify potential housing sites – in five yearly periods – for the next 15 years.
Landowners, developers, planning agents and local stakeholders are now being consulted to submit details to the Council of sites for consideration as potential housing development opportunities for inclusion within the SHLAA.
Please do submit sites that:
- are likely to become available for residential development or redevelopment within the next 15 years
- could potentially accommodate 5 or more dwellings, including flats
Please do not submit sites that:
- already have planning permission for development, unless a new and different proposal is likely in the future
- are outside Hart District
Sites should be submitted to the Council for consideration by completing a Site Assessment Form (SAF). The SAF can be printed from the download area to the right of this page and should be submitted with a 1:1250 scale map, clearly highlighting the site boundaries. Additional forms are available by calling the Planning Policy team on (01252) 774459 or from the Council offices.
The SAF should be returned to the address below or alternatively, returned via e-mail to planningpolicy@hart.gov.uk

Hart District Council has produced a Project Brief and Methodology which provides further information and outlines the processes involved in completing the SHLAA. This is available to view below. If you wish to comment on the methodology, please send your comments to the above e-mail address.
All sites details and supporting documentation should be submitted to the Council by 5.00pm Friday 11th July 2008.
Please note:
- that a SHLAA does not represent policy and does not determine whether a site should be allocated or granted permission for development
- that information submitted regarding sites as part of the SHLAA will be within the public domain
