Local Development Framework (LDF)
The Planning and Compulsory Purchase Act 2004 introduced a radical overhaul of the development plan system. The previous system of Local Plans and Structure Plans has been replaced with a two-tier system comprising a Regional Spatial Strategy (RSS) - The South East Plan and a Local Development Framework (LDF).
The LDF will set out the planning strategy for meeting the District's economic, environmental and social aims, where this affects the development and use of land for the period from 2012 up to 2026. The intention of the new system is to provide a more flexible approach incorporating early and continuous engagement with stakeholders and the public.
The current adopted Development Plans - The Hampshire County Structure Plan (Review) 1996-2011 and The Hart District Local Plan (Replacement) 1996-2006 - will be used until they are superseded by relevant policy documents.
Documents which make up the Local Development Framework:

The Local Development Scheme (LDS) sets out the timetable for the documents this Council will produce as part of the LDF including the main stages for community involvement and consultation.
The key elements of the new plan-making system are the Development Plan Documents (DPDs):
- Statement of Community Involvement (SCI)
- Core Strategy DPD
- Generic Development Control DC Policies DPD
- Site Specific Allocations DPD
- Proposals Map
In addition, other Supplementary Planning Documents (SPDs) will be produced. These are documents on a wide range of issues to supplement the policies and proposals of the Hart Plan.
All documents will be subject to a Sustainability Appraisal (SA) and an Annual Monitoring Report (AMR) will be used to assess progress on the delivery of the LDF and to review policy effectiveness.

The Council seeks residents' views on the future development of Hart.
The Council are currently considering the responses to the Core Strategy Preferred Options consultation that took place from 9 August to 20 September 2006. The comments received on this will be used in the preparation of a final version of the Core Strategy to be submitted to the Secretary of State in early 2007.
