The South East Plan
The South East Plan is currently being prepared by the South East of England Regional Assembly (SEERA).
It is intended to set out a vision for the region through to 2026, and will provide the strategic level policy framework for the planning decisions of individual Councils. It will be an important factor in the preparation of Hart's own Local Development Framework.
The Region is broken up in to a number of sub regions. Much of Hart lies within the Western Corridor and Blackwater Valley Sub Region.
SEERA submitted the South East Plan to the Government for approval on 31st March 2006 and the consultation period ended on 23rd June 2006.
An Examination in Public (EiP) was held in the period November 2006 to March 2007 where a Panel of Independent Inspectors considered the various representations that had been submitted by Local Authorities, interested bodies and the public.
Hart District Council took a substantial part in these sessions. Details of all the EiP sessions and documentation can be found at the EiP website.
The Panel reported to the Secretary of State for Communities and Local Government in August 2007 and the report was published on 29 August 2007. The report can be found here.
The Secretary of State will now consider the recommendations contained in the Report and she expects to publish any Proposed Changes to the draft Regional Spatial Strategy for consultation towards the New Year
Once the Regional Spatial Strategy for the South East is approved by Government it will replace Regional Planning Guidance for the South East (RPG9). It will form a statutory document with which local authority development plans will need to conform.
