Why has the Parking Provision Interim Guidance been produced?
In December 2006 Central Government published Planning Policy Statement 3: Housing, which significantly altered the way in which car parking for residential development was to be considered.
Rather than setting a maximum standard of provision, it promotes an approach that takes into account levels of car ownership.. Following this, Hampshire County Council withdrew their Car Parking Standards, leaving it to individual districts to set their own residential car parking standards.
It should be noted that the guidance in PPG13 still stands for non residential parking provision. Therefore the parking standards set out in the Interim Guidance for non-residential uses follow the stance originally set out by Hampshire County Council.
