Introduction to A New Way Of Submitting Planning Applications
The Government has changed the way in which all types of planning and related applications are to be submitted. This change involves the mandatory use of the new National Standard 1APP Form(s). Most of the Hampshire and Isle of Wight Local Planning Authorities have worked together under the auspices of the Hampshire and Isle Of Wight Planning Officers Group (HIPOG) to respond to these changes in a collaborative manner to make it easier for those who work throughout the County to see what it is proposed will be required by each individual authority.
As of the 6 April 2008, the National Standard Planning Application Form(s) will become the only method of submitting a planning application for most types of planning and related consents (except for Minerals applications and Building Control applications) to Hart District Council. The standard form(s) is intended to make the process of submitting planning and related applications less confusing as it will replace the variety of forms currently produced by LPAs which differ in terms of the questions asked, the style and layout of the form, the supporting information required and the number of copies of the forms and drawings to be provided.
From 6 April 2008 it will be mandatory for planning and related applications to include all of the information and documents specified on the form (the national requirements) together with the additional information and documents specified by the Local Planning Authority to whom the application is made (the local requirements). Final guidance on the Validation Of Planning Applications explaining the new forms and how they fit into the overall planning process has recently been produced by the Department of Communities and Local Government and a circular will be issued in due course.
Other Important Information
Hart District Council will now accept planning and related applications submitted electronically via the Planning Portal using the forms available on the Portal Website.
Any planning or related applications in a draft form on the Portal immediately prior to 6 April will be converted into the new format once it has been confirmed by the applicant/agent that they are being proceeded with. It is also understood that a grace period of up to one month after 6 April 2008 will be given by the Government to allow applications to be accepted on the existing Local Planning Authority forms even though the fuller information will be required
Both now and in the future, it will be easier for applicants to submit their application on-line via the Planning Portal, rather than manually, as the Planning Portal will guide applicants through the information required and the list of the National and Local requirements for the particular Local Planning Authority. Please remember that submitted drawings should not seek to combine existing and proposed elevations or multiple elevations and plans and that they should print off on A4 or A3 paper unless the size of the proposal makes this impractical for site layout plans etc.

It is worthwhile checking the information on these links in order to fully understand how the proposed 1APP local requirements will impact on the amount of information you would need to provide post 6 April.
