Anti-Social behaviour

Anti-social behaviour is defined by the Crime and Disorder Act 1998 as, ‘behaviour which caused or is likely to cause, harassment, alarm or distress to one or more persons, not of the same household’.
Anti-social behaviour may include:
- Verbal abuse
- Abuse due to race, religion or sexual orientation
- Noise nuisance
- Graffiti
- Litter
- People engaging in threatening behaviour in large groups.

Media portrayal of anti-social behaviour has heightened people’s awareness and in some cases has raised expectation.
Hart District Council continues to take all reported incidents of anti-social behaviour seriously and will not hesitate to use the full range of options available, including court orders, to tackle the problem.
Anti-social behaviour was considered to be the top concern amongst residents of Hart. According to our Residents’ Survey, of the 545 respondents, 41% (223 respondents) said they had been a victim of, or had witnessed anti-social behaviour. This represents 753 individual incidents of anti-social behaviour. Of the respondents who said they had been a victim of, or had witnessed anti-social behaviour, 23 were repeat victims. The graph below shows a breakdown of types of incidents.

According to the Residents’ Survey, those respondents who reported incidents of anti-social behaviour reported these as occurring most commonly on Friday and Saturday evenings. (Number of incidents add up to more than 223, as respondents were able to tick more than one box).
