What Happens If I Don't Pay?
If payment is not received within 28 days, the registered keeper of the vehicle, or the person that the Council believes to be the owner of the vehicle, may receive a Notice to Owner asking for payment. This Notice will also describe how the owner may make formal representations objecting to the issue of a penalty charge notice.
Note the registered keeper of a vehicle is the person responsible for any unpaid charge.
It is also vital that you immediately notify DVLA of any change of ownership, as you will be responsible for any PCN's issued to a vehicle that remains registered in your name.
If the Notice to Owner is ignored then, after a further 28 days, a Charge Certificate will be issued, which increases the sum due by £35.00 for a higher charge, or by £25.00 for a lower charge
Continued non-payment will lead to the debt being registered at the Traffic Enforcement Centre, where an additional £5.00 fee will be added to any outstanding balance, and the possibility of the matter being referred to the Council’s Bailiffs.
