What if I think the PCN was wrongly issued?
If you feel that the PCN was wrongly issued or that there are special circumstances in your case, you must write to the Council. This is called making a “challenge”. You should quote the PCN number and your vehicle registration number, and include copies of anything that may be useful in supporting your case, e.g. a parking ticket, a blue badge (copy of both sides of badge), etc.

Should you wish to submit a challenge by email at Parking@Hart.gov.uk please also include your address as replies will be made by post.
Alternatively, you may hand your challenge in at the Council Office; a member of staff there will pass it on to the Parking Enforcement Section for you. However, they will be unable to comment on whether your challenge will be successful nor will they be able to write a letter on your behalf.
