The Hart District Council Smart Parking Card is a rechargeable card that can be used in any council car park and where on-street charges apply. It can be loaded with any amount from £5 to £500.
To get you started we are offering new applicants* £15 of parking for only £10! We will also waive the £3 membership fee saving you £8 in total.

Hart District Council is responsible for the enforcement of both ON and OFF street parking. Surface car parks (Pay and Display) are shown below:

The council is a member of the Parking and Traffic Regulations Outside London (PATROL) Adjudication Joint Committee. The Joint Committee publishes an Annual Statement of Accounts which is subject to External Audit and the arrangements and timetable for 2009/10 can be found by following the link under 'useful websites':

Station Road (Maximum 2 hours) (No Charge)

On Saturdays, Sundays and Bank Holidays only, the car parks at the Civic Offices, Admiral House and Flagship House are also available to the public.
Car Park Season Tickets are available in Church Road (Long Stay area), Victoria Road, Blackwater, Hook, Odiham and Hartley Wintney (Long Stay area).
Enforceable conditions within car parks:
A Valid parking ticket or permit must be displayed
Vehicles must be parked within a marked bay
A valid Blue Badge must be displayed when parked in a marked disabled bay
Blue Badge holders can park in Pay and Display car parks free of charge in any marked bay, provided a valid blue badge is displayed in a prominent position.
