2011-14 Housing sub-strategy drafts for consultation
The Private Sector Housing Strategy and Rural Housing Strategy form part of the overall Housing Strategy. Drafts are available for consultation at www.hart.gov.uk/housing-strategy. Comments can be made to housing.services@hart.gov.uk by Monday 5th September 2011. This will complete the set of strategy documents and final versions will be published at the end of September.

Dilly Lane: Opening event
The official completion of the first phase of 33 new affordable homes at St Mary’s Park, Dilly Lane was celebrated on Wednesday 20th July 2011. Local councillors had the opportunity to look at the new properties, which includes a mix of 1 bedroom apartments and 2 and 3 bedroom houses. The site includes 6 hectares of land for recreation and a local play area for younger children. Residents will also benefit from green technology to help them save money on their energy bills. Councillor Chris Butler said “This development will provide top quality sustainable housing for Hart residents in a beautiful setting with easy access to facilities”. Rural Housing site tour 13th July 2011
Parish and Ward Councillors from across the district joined elected members from Basingstoke and Test Valley on a tour of rural exception housing sites in Hampshire, giving them an opportunity to look at the setting and design of new homes on recently completed schemes. Local residents and Parish Councillors shared their experiences of being involved in these rural housing developments. In response to requests from those who attended the site tour, HARAH will be arranging another event to look specifically at prospect sites and the site selection process in the autumn. Insulate Hampshire
In July 2011, a new Hampshire-wide insulation scheme is being launched. Under this scheme all owner occupiers and tenants will be able to get loft and/or cavity wall insulation at the price of £99 each. Some restrictions regarding the size of property and access to loft may apply. FREE event Rotherwick: Friday 8th July 2011
An Energy Roadshow is being held at Rotherwick Village Hall on Friday 8th July 2011 from 2pm-5pm and 6pm–7:30pm. We have invited local residents to come along and find out about cutting your fuel costs and for advice on improving home insulation and heating systems; renewable energy systems and how to benefit from the new Feed in Tariffs. Presentations will be given at 2pm, 4pm and 7pm and tea, coffee and cakes will be available throughout the event. The roadshow is sponsored by Calor Free Energy Saving Project in partnership with Hart District Council and Community Action Hampshire.

Good news from one of our approved housing providers
Radian has been named as the overall ‘UK Gold Award’ winner for its commitment to providing sustainable housing for tenants at the 11th annual Ashden Awards for Sustainable Energy, the world’s leading green energy awards. They impressed the judges with their top-to-toe retrofits to older homes and high-grade eco builds, which exceed the current minimum standards of energy efficiency. Residents have been benefitting from lower fuel bills since having their homes retrofitted by Radian with energy efficiency and renewable energy technologies, resulting in significant reductions in CO2 emissions. Rural Housing site tour: Wednesday 13th July 2011
As part of Rural Housing Week, which runs from 11th – 17th July 2011, we are arranging a Rural Exception site visit, in partnership with the Rural Housing Enablers and Hyde Martlet Housing Association. The tour will be divided into two sessions, one in the morning and one in the afternoon covering two different routes that include both completed schemes and those under construction. The site tour is expected to be of particular interest to Parish Councillors, because their role is vital in the success of developing rural affordable housing to meet the needs of their communities. Refurbished properties at Velmead, Fleet and Mitchell Buildings, Yateley
Last year, Cabinet approved an allocation of £180,000 from the Housing Capital Fund (HCF) to Sentinel HA to refurbish 8 empty properties owned by Hampshire County Council and previously used to provide accommodation for local teachers. Additional funding for the scheme was provided by the Homes and Communities Agency (HCA) and the housing association. Sentinel HA has now completed the refurbishment work and the properties have been advertised and allocated through Hart Homes, our choice-based letting scheme. The new tenants are due to move into their new homes before the end of June.Local Ward Members have had the opportunity to visit the properties and view the finished works. A press release is being prepared and we will be talking to the new residents so that their experiences can be included.

Rural Exception Housing site consultation event in Eversley
On Tuesday 28th June 2011, Eversley Parish Council is holding a public consultation event, in partnership with Hampshire Alliance of Rural Affordable Housing (HARAH) to consult with parishioners on the selection of a site for rural exception housing.

Amendment to PPG3: New definition for affordable rent
The Department of Communities and Local Government (CLG) has reissued Planning Policy Statement 3 on Housing to include a new definition of affordable rented housing, as a form of social rented housing. This was introduced in the 2011-2015 Homes and Communities Agency Affordable Housing Framework. The definition of affordable rented housing, included in Annex B of PPS3, is: Rented housing let by registered providers of social housing to households who are eligible for social rented housing. Affordable Rent is not subject to the national rent regime but is subject to other rent controls that require a rent of no more than 80 per cent of the local market rent.

Finalised Housing Strategy 2011-14
Last month, the Housing Strategy for the next three-year period has been finalised. Four key objectives were identified, by taking account of the policy context, local evidence and consultation, and a set of actions agreed:
-Ensure an adequate supply of housing
-Enable local people to find their own housing solutions
-Make the best use of the existing stock
-Create sustainable homes and neighbourhoods
The actions to deliver these objectives will be monitored through the Housing Strategy Delivery Plan.
The Housing Strategy is the overarching document which will be supported by a series of sub-strategies including the Homelessness Strategy, Older Persons Housing Strategy, Private Sector Housing Strategy and Rural Housing Strategy.

Campbell Place
The new Extra Care development at Campbell Place is almost complete. It will provide 74 apartments for rent to older people with an assessed care or support need. The first flats will be advertised through choice-based lettings in July and available to occupy from mid - August 2011. A copy of the Allocation Plan is attached at www.hart.gov.uk/housing/olderpeople We will be holding two open afternoons at the Council offices on Thursday 23rd June (12.30pm - 6.30pm) and Friday 24th June (2pm - 4.30pm) for those wishing to apply and others who may be interested in finding out more about this exciting new development. There will be an opportunity to look at photographs and plans and ask questions about the new scheme, as well as about the application process and how to bid.

Hart House Condition Survey
The 2011 House Condition Survey has been published and provides a detailed picture of housing conditions in the private sector to inform the housing strategy and other housing policies. Hart’s private sector housing stock is generally in better condition than the national average, due in part to the more modern age profile of housing, but also due to the smaller private rented sector, which traditionally has poorer housing conditions. The particular challenges for Hart are to meet the demands for assistance from the ageing population to enable them to continue to live in their own homes, to tackle fuel poverty and improve thermal comfort. Meeting with housing providers
Every year we arrange to meet the housing management leads from each of the Registered Providers (RPs) to ensure that tenants in Hart receive a good quality service from their landlord. Development Update 2010-11
This year, a total of 78 affordable homes have been provided by our housing association partners, to meet local housing need. Work has started on sites across the district, to build 232 new homes and refurbish a further 8, formerly owned by Hampshire County Council, to provide affordable homes next year. Outcome of the Homebuy Show
Last month, Radian held a Homebuy Show at Hart Leisure Centre. 115 people came along to find out about the homes and schemes available in the area. About half of those who attended were new applicants who had not registered with Homes in Hants and the majority are living in private rented accommodation in the local area. Landlord Development Course in June
We are running a third landlord development course, in association with the National Landlords Association (NLA), at Southwood Golf Course on Monday 6 June 2011. Established landlords and those who are new to the role are being encouraged to attend the course to develop new skills or improve their knowledge. Attendance on the course costs £85 and leads to accreditation status with Hart District Council. Thinking about moving somewhere smaller?
As the social rented stock in the district is limited, we need to make the best use is made of the existing housing stock. According to the 2008 Housing Needs Survey, about 11% of the social housing stock is under occupied. We have prepared a leaflet for all those over 55, who are looking for somewhere smaller to move to, which provides information about the new developments in Fleet and Odiham that might meet their housing need. Gypsy and Traveller Seminar 14th March 2011
Hart hosted a seminar looking at issues concerning Gypsies and Travellers on 14th March 2011. The training was provided by Local Government and Development and the Homes and Communities Agency (HCA) with direct support from the Department for Communities and Local Government. It was aimed at Councillors and the seminar was well-attended. Attendees raised a number of questions for the presenters to address and it received good feedback. The Government has issued new consultation papers concerning planning relating to Gypsy sites and housing needs and all Local Authorities will be looking at the details of this and what implications it may have.

Spaces and Places for Gypsies and Travellers
Hart District Council is hosting a seminar “Spaces and Places for Gypsies and Travellers” aimed at providing advice and information for Councillors and officers on Monday 14th March 2011 from 12 – 4.30pm in the Council Chambers. This seminar is being provided by the Homes and Communities Agency (HCA), Local Government Improvement and Development and Equality and the Human Rights Commission. The trainers are Councillors from other authorities with experience of this subject area.The seminar is suitable for Councillors from Hart and neighbouring authorities, Registered Providers who may be interested in developing future provision and other interested parties. Spaces will be on a first come first served basis

Approved List of Registered Providers
Overview and Scrutiny Panel considered a report to establish an approved list of Registered Providers of Social Housing (RPs). Initially, developing RPs were invited to make submissions. These providers met the standards required and have been included on the Approved List. These providers are Sentinel Housing Association, Thames Valley Housing, Hyde Housing Association and Kingfisher Sovereign. A latter submission was received from Radian and this also meets the required standard. The next stage is to ask all housing providers with affordable housing stock in the district to make a submission to demonstrate that they are delivering good quality housing and housing services in Hart.

HCA Affordable Homes Framework
On 14th February 2011, HCA has published a Framework setting out the details of the new Affordable Homes Programme of investment, inviting providers to submit proposals for £2.2bn of funding for affordable housing during 2011-2015. We are expecting the RPs on our Approved List to submit offers to the HCA and will be meeting with each of them before the 3rd May 2011. Investment in affordable housing in Hart
Over the past three years, more than £40 million has been invested in the district to deliver affordable housing. The HCA's National Affordable Housing Programme 2008-2011 allocated in excess of £14 million of funding and this has been supplemented by finance from our housing association partners, including Recycled Capital Grant Fund and private finance secured against rental income, which totals more than £25 million. The Hart Housing Capital Fund has contributed £303,000 from developer contributions paid in lieu of on-site affordable housing. Update on banding
The new simplified system that the Council will use to decide local people's priority for housing in the district goes live on 1st March 2011 and should make it easier for everyone to understand. All new applicants joining the Housing Register will be assessed under the new banding scheme from 1 March 2011, and existing applicants will have their applications reassessed and will be notified of the band they are in. The new scheme divides applicants into five bands A – E and ranks them within each band in accordance with the time they have been waiting for a home. It aims to give priority to the people who are most in need of homes, such as those living in extremely overcrowded or completely unsuitable housing, and to bring it in line with current Government legislation. We have also altered the bedroom standard so that it is more in line with the one used by Housing Benefit and also changes have been made to the way assess local connection to the district. A new information booklet is being prepared to explain the allocation scheme to customers and will be available on the website in due course.

Local landlords are being invited to this year's annual Landlords Forum, which will be taking place on Tuesday 1st February 2011 from 6pm to 9pm at The Church on the Heath. Presentations on the evening will include an update on the changes to the LHA, the importance of preparing inventories and the impact of proposed changes to social housing on the private rented sector

Homebuy Show March 8th
The next Homebuy show will be taking place on Tuesday 8th March 2011 at Hart Leisure Centre from 3pm to 8pm. Exhibitors will include TVHA and Sentinel HA, both with shared ownership homes for sale in the district and independent financial advisors to help potential purchasers find out how much they can borrow to buy a home. North and Central Hampshire and M3 area Local Investment Plan
Last year, the Local Investment Plan (LIP) was prepared as part of the Homes and Communities Agency's (HCA) investment planning process, through a multi-agency approach. The LIP sets out the vision, aims and principles of the local authorities for development and investment in the North and Central Hampshire and M3 area. Registered Providers will use the priorities in the LIP to inform their 4 year investment contracts with the HCA for the delivery of affordable housing from April 2011. New arrangements for Registered Providers
Our Registered Social Landlord Preferred Partner Agreement came to an end in 2008, and, although we have continued to work with these partners and other housing providers since that date, we would now like to introduce new arrangements for working with developing housing associations in the future. We would like to create an approved list to ensure that Registered Providers (RPs) provide good quality housing and housing management services to residents in the district. In December, we would like to invite RPs who we are currently working with to submit a pack of information, demonstrating that they meet the minimum standard required. A list of the information required can be found atwww.hart.gov.uk/hs_draft_rp_arrangments.docWe will use the approved list to inform private developers who we are working with and to support future bids to fund affordable housing which meets local need. RPs will be asked to update this information annually. We would welcome your comments on this approach and any suggestions you may have about the information we would like RPs to provide, by Friday 10th December 2010.

Energy advice for village residents living without a mains gas supply
Calor FREE (Future of Rural Energy in Europe) Energy Saving Project is sponsoring an Energy Roadshow in Heckfield on Thursday 13 January 2011, in partnership with Hart District Council. The event will take place at the New Inn in Heckfield from 2.30pm to 4.30pm. The aim of the event is to provide independent information and advice on reducing energy consumption and fuel bills for people living in rural areas off mains gas and help to understand new renewable energy technologies that are available, such as solar, biomass and heat pumps.

Family Intervention Project (FIP)
Earlier this year, Intouch won the contract to develop a Family Intervention Project in Hart and Rushmoor. The launch event for the scheme took place on 9 November 2010, with a series of interesting speakers. The FIP works with families where a parent or child is involved in anti-social behaviour (ASB) and as a result, the family is at risk of homelessness. The aims of the project are to prevent homelessness, reduce the incidence of ASB, prevent young people from offending, address unmet support needs and achieve better outcomes in relation to health, education, employment and well-being. Comprehensive Spending Review Impact on housing
Key headlines from the Comprehensive Spending Review that relate to the housing sector are: Capital investment in new affordable housing cut to £4.4bn to provide 150,000 new homes over four years Terms for existing social tenants and their rent levels will remain unchanged but new tenants will be offered intermediate rents of up to 80% of market rents There is a commitment for over £6 billion for the Supporting People programme. Disabled Facilities Grant will rise with inflation and funding for homelessness services will remain stable The age threshold for the Shared Room Rate in Housing Benefit will increase from 25 to 35 Household benefit payments will be capped from 2013 at around £500 per week for couple and lone parent households and around £350 per week for single adult households (Disability Living Allowance claimants, War Widows, and working families claiming the working tax credits will be exempt from the cap) Over the coming weeks, we will keep you informed about how these measures will effect housing in Hart.

Housing Register Analysis 2010
As part of the Housing Service's role in understanding the housing need within Hart district, a document has been produced using, among other sources, local Housing Register data. The document aims to assist in informing policy and will contribute to the evidence base that is being developed as the service forms its 2011-14 Housing Strategy. Launch of shared ownership homes at Edenbrook

Homebuy Show Farnborough
The Homebuy Show held at Farnborough Leisure Centre last week was attended by 122 visitors. Visitors had the opportunity to find out about affordable home ownership options in Hart and Rushmoor and meet housing providers and financial advisors to discuss their needs. Landlords Accreditation Scheme
The second Landlord Development Course was held on Monday 18th October 2010 and attended by 14 local landlords. The majority had properties in Hart or Rushmoor. Feedback from those who attended was very positive. All 14 landlords are now accredited and are keen to get together as an informal network, possibly every three months. They will have the opportunity to invite speakers on chosen topics and share their experiences as landlords. Developing the skills and knowledge of private sector landlords has an important role to play in maintaining a successful private rented sector.

Work has commenced on the Dilly Lane site in Hartley Wintney. The site comprises of 170 homes of which 68 units are affordable housing – 40 for rent and 28 for shared ownership. We are expecting the first 8 shared ownership units early in the New Year, and 12 rented units in Spring 2011. We will keep you informed as the development proceeds.

Homebuy Show in Farnborough coming soon
The next Homebuy Show is taking place at Farnborough Leisure Centre on Thursday 21st October 2010 from 3pm to 7pm. The event provides an opportunity for first time buyers to find out about affordable home ownership options. Empty Homes Seminar
The Surrey and Hampshire Improvement Partnership (SHIP) Empty Homes Group is holding a seminar on Tuesday 2nd November 2010 to discuss policies for tackling empty properties. David Ireland, Chief Executive of the Empty Homes Agency will be among the speakers, and will talk about 'The emerging shape of national policies'. The event will be taking place at Christ Church Hall, Town Square, Woking, from 10.30am to 2.00pm and include a buffet lunch.

Fiske Court, Yateley
Fiske Court is a sheltered housing scheme in Yateley, managed by Hanover Housing Association and comprising 62 one bedroom flats for affordable rent. In order to respond to the changing needs and preferences of older people, the housing association has decided to offer existing residents the opportunity to purchase their flats. They will also be offering one in four of all future vacancies for sale, to create a mixed tenure community. This follows a successful pilot scheme in Dorset, Devon and Somerset. Letters will be sent to residents at Fiske Court during the week commencing 11th October. To help inform residents, they will also be sent a set of frequently asked questions and answers.

Local Lettings Plan for Hitches Lane
A local lettings plan has been agreed for the letting of the affordable rented homes at Hitches Lane, following consultation with Ward Members, Parish Councillors, the Housing Options Team, neighbouring local authorities and Thames Valley Housing Association. Consultation on the new allocation scheme
The Housing Service is reviewing the way it allocates affordable rented homes in Hart. We are suggesting moving away from a points based scheme to a simpler banding scheme and have prepared a summary sheet as a guide to the proposed scheme. We would like Ward Members, Parish Councillors, stakeholders, Housing Register applicants and the wider public to let us know their views on the proposed scheme. Feedback from the Hart Housing Forum
We held our annual Housing Forum on 7th July 2010 to start the process of developing a new housing strategy for 2011 and beyond. We explored recent changes in the housing sector, including the formation of a new coalition government, the emphasis on localism and the need for efficiencies and the challenges and opportunities they create.The workshops focussed on what our key service priorities should be and the outcomes we should focus on. Housing Strategy Delivery Plan 2010
The current Housing Strategy covers the three-year period from 2008 to 2011. At the end of each year we update the delivery plan to show the outcomes we have achieved against the targets set. Landlord Accreditation Scheme (2nd event)
After the success of the first Landlord Accreditation scheme in June, we are holding another course in October 2010. The second course, in association with the National Landlord Association (NLA), will be held on Monday 18th October 2010 at Southwood Golf Course from 9pm-5pm, at a cost of £85. To become fully accredited, landlords need to join the NLA, so that they can take part in ongoing development.

Strategic Housing Market Assessment (SHMA) Update 2010
As part of the development of the Local Investment Plan for North Hampshire and the M3 Corridor, which forms part of the Homes and Communities Agency (HCA) lead project called the Single Conversation, we have updated the SHMA using secondary data, including house prices, local incomes and household projections. This report will form part of the evidence base for the new housing strategy and we would like your comments on it. The document can be downloaded here:www.hart.gov.uk/shma_update.docGypsy and Traveller Site Grant Bid At the end of April 2010, we submitted a bid for a Gypsy and Traveller Site Grant to fund 15 new pitches in the district. Unfortunately, this programme has been closed to new allocations this year and the scheme will not be progressing at this stage. Work will continue to try to meet the housing needs of the gypsy and traveller community.

Byways Odiham
Last month, Cabinet approved a contribution of £50,000 from the Housing Capital Fund towards the cost of developing an extra-care housing scheme for people with learning disabilities in Odiham. The scheme will provide 12 extra-care flats managed by MCCH Society and is expected to be complete at the end of 2011. The Council will be represented on the allocation panel for the scheme.

Last month, Cabinet approved the allocation of £50,000 from the Housing Capital Fund towards the cost of a new sub-regional homelessness project in a new purpose-built centre built by Sentinel Housing Association. The project will be managed by Step-by-Step, a charity based in Aldershot that specialises in accommodation, support and training to 325 homeless young people. Family Intervention Project
Intouch has won the contract to develop a Family Intervention Project in Hart and Rushmoor. It is anticipated that the scheme will be up and running on 1st June 2010, when staff have been recruited and trained.

Landlord Accreditation Scheme
Hart District Council are working in association with the National Landlords Association (NLA) to accredit local landlords. The NLA Accreditation Scheme comprises three key elements: a code of practice and declaration, professional development and a complaints process. To get started, private landlords complete a foundation course, either in attendence or online (for free). The first foundation course in Hart is being held on Friday 25th June at Church on the Heath, Elvetham Heath, Fleet. The cost is £85 each. Rural Housing in Eversley
Hyde Housing Association has been successful in securing a grant from the Homes and Communities Agency (HCA) to fund the development of 9 rural exception homes in Eversley. The housing association are currently confirming heads of terms with the land owner.

Expression of interest in HARAH development partner
The commissioning of the Hampshire Alliance for Rural Affordable Housing (HARAH) development partner is due for review in March 2011 and a competitive tender will be undertaken to appoint one or more RSL partners with a local presence in the area. Home Trust Loans
Last year, the Home Trust Loan scheme was introduced to provide equity loans to help owner occupiers in Hart to fund essential repairs to their homes. The loans are provided by South Coast Money Line, with grant funding from the Regional Housing Board and a top-up from the Council. The loans are particularly useful for older people on low incomes, who have capital tied up in their properties, and want to continue to live in their current homes for some years to come.

Empty properties
What are we doing to help bring empty properties back into use? We have produced a leaflet to give advice to empty property owners about how to bring their properties back into use. In addition to increasing the supply of housing through the new build programme, we need to make the best use of the existing housing stock and tackling empty properties Is one of the ways to do this. Last year, we worked in partnership with seven local authorities in Surrey and North Hampshire to develop 'Every Home Counts' website to provide information about buying, selling, owning and letting out empty property in the sub-region. The website also enables residents to report properties that are empty in their neighbourhoods, so that the local authority can take appropriate action.

Rural Masterplanning in Hampshire
HARAH (Hampshire Alliance for Rural Affordable Housing) have been successful in a bid for funding for a CABE (Commission for Architecture and the Built Environment) representative to help the eight Hampshire authorities develop a pre-planning application protocol aimed at planning officers, the applicants and other agencies and help develop good practice for Core Strategy policies on development in rural settlements.

Armed Forces Home Ownership Scheme
A new scheme has just been launched to help armed forces personnel with 4-6 years service buy a house on the open market, with an equity loan of 15-50% of the property value. Last year, the National Homelessness Advice Service produced a comprehensive advice leaflet to help those who are struggling to pay their mortgage or think it will be difficult to pay more when their fixed-rate deal ends. Rural affordable housing for Heckfield
All the residents of Heckfield were invited to the recent Parish Council meeting to discuss the proposal to build a small number of additional affordable housing on land next to Chamberlains Meadow. Over 30 residents attended to share their views. The meeting voted in support of the principle of developing 6 new affordable homes to meet local need. The next Parish Council meeting will start to look at the design issues for a new scheme.
