Road Closures for Events
Town Police Clauses Act, 1847 - Section 21
This gives Local Authorities powers for preventing obstruction of the streets in times of public procession, rejoicing, or illuminations, and in any case when the streets are thronged or liable to be obstructed by substantial numbers of people, on foot or in a vehicle, participating as spectators or otherwise in the occasion. Not all orders under this power need take the form of a closure. This Act can be used for commercial and non-commercial events.
Who can apply for a Temporary Road Closure Order?
A Chairman, Secretary or responsible member of a society for events such as, carnivals road races or farmers markets.
What forms/documents need to be submitted?
- Application for a road closure order
- Traffic management Information Form
- Safety Advisory Group Application form
- Public Liability Insurance for £10m
Applications must be made at least 8 weeks prior to the event. Once the order is granted a copy will be sent to the organiser approximately 4 weeks prior to the event to be displayed along the roads affected by the closure.
The event organiser must consult with all residents, businesses who may be affected and the local Town/Parish Councils.
If the closure is on a bus route the organiser must inform the local bus companies.
Access for emergency vehicles must be maintained at all times during the closure period.
All litter, signs, public notices etc., must be removed as soon as possible after the event.
There is presently no charge for a temporary road closure under the Town Police Clauses Act 1847.
When and where do Temporary Road Closures generally take place?
Some typical events are:
- Fleet Carnival;
- Fleet Half Marathon;
- Yateley Road Race;
- Odiham Farmers Market;
- Fleet Christmas Festivities;
- Hartley Wintney Village Festival;
- Yateley Town Council Remembrance Day Parade.
These can take place at any point during the municipal year.
