Speed Indicator Devices
To help with traffic-calming measures Hart Council installs Speed Indicator Devices (SID) along the District’s roads in an effort to cut speeding.
The SIDs were introduced in partnership with Hampshire County Council to monitor, record and flash a reminder of the speed limit if a motorist exceeds it whilst travelling along particular roads, in the hope that they will then slow down to the legal limit along that stretch of the highway.
SIDs have been fixed to road side lamp posts at over 100 locations throughout the district.
The display will only work if an approaching vehicle is travelling above the designated legal limit. Once that speed limit is exceeded the SID will display the speed limit and hopefully prompt the driver to slow down.
A Speed Indicator Device (SID) is a portable sign with a variable display that detects and records the speed of an approaching vehicle. It does not record details of the vehicle. The SID is battery operated
The objective is to use SIDs in support of public education, casualty reduction, public reassurance and to reduce anti social speeding at specific locations within the Hart District Council area. Within that role the SID is used as an educational tool, a deterrent measure and to gather speed data that can be used to assess the need for further action, possibly additional enforcement of the speed limit.
Hart District Council have agreed with Hampshire County Council and the police how and where the SIDs should be used. Priority will be given to locations where one or more of the following apply:
- there is a history of recorded personal injury accidents
- available traffic speed information indicates mean average traffic speed is in excess of the speed limit
- route used by vulnerable road users but does not have facilities such as footways, crossing points, cycle lanes).
Other factors will also be considered including:
- Previous speed enforcement campaigns
- Previous reported incidents of anti social use of vehicles
- Information from Community Beat Officers
- Speeding Complaints
HDC has four SIDs. They have been in regular use for the last 4 years throughout the district. In many residential areas their impact has been welcomed by local residents who have commented on the way drivers react to the SID and lower their speeds.
